柳鹏，交通运输部水运科学研究院院长、党委副书记，长期任职于交通运输部门及专业科研机构，主要从事水运发展战略政策标准制定和理论研究以及信息化工作。主持了多项水运发展顶层设计文件的起草，在推动水运科技创新与高质量发展方面积累了丰富经验并做出了重要贡献。现兼任海峡两岸航运交流协会副会长。

Mr. Liu Peng, President of China Waterborne Transport Research Institute and Deputy Secretary of the Institute Party Committee, with extensive experiences in transportation departments and specialized research institutions, primarily engages in formulating strategies, policies and standards for waterway transport development, conducting theoretical research, and advancing informatization initiatives. He has presided over the drafting of multiple top-level design documents for waterway transport development, accumulated rich experience and making significant contributions to promoting technological innovation and high-quality development of waterway transport. Currently he also serves as Vice President of the Association for Shipping across the Strait.
