单红军，法学博士，教授，博士生导师。现任大连海事大学校长、党委副书记，大连海事大学国家海洋治理与发展研究院院长、首席专家，国家社科基金重大项目首席专家，交通运输部专家委员会委员，交通运输新型智库联盟执行理事长，国际海事大学联合会2025-2027年度主席，中国海商法协会副会长。历任大连海事大学法学院副院长、院长，大连海事大学副校长，交通运输部国际合作司（港澳台办公室）副司长（副主任）、一级巡视员。主要从事海商法、海洋污染损害赔偿法、全球海洋治理与国际合作等领域研究。

Professor Shan Hongjun, PhD in Law and doctoral supervisor, serves as the President of Dalian Maritime University (DMU) and concurrently holds the position of the Director and Chief Expert of the DMU National Institute of Marine Governance and Development. His expertise is further recognized through various esteemed roles, including Chief Expert for Major Projects under the National Social Science Fund, and member of the Expert Committee at the Ministry of Transport, Executive Chairman of the New Think Tank Alliance for Transportation, Chairman (2025-2027) of the International Federation of Maritime Universities, and the Vice-President of the Chinese Association of Maritime Law.

Previously, Professor Shan held several key leadership positions including Dean and Deputy Dean of the Law School of Dalian Maritime University, the Vice President of Dalian Maritime University, the Deputy Director-General and first-class inspector of the Department of International Cooperation (Hong Kong, Macao and Taiwan Office) of the Ministry of Transport. His research focus lies in maritime law, compensation law for marine pollution damage，global ocean governance and international cooperation, and related fields.
